Cortland Zoning Code Update 
Ingalls Planning & Design led a consultant team to update the City’s zoning code.  The City obtained a grant from the New York State Energy Research and Development Authority (NYSERDA) to assess and update the code based on land use and development recommendations in the recently completed comprehensive plan and in accordance with smart growth and LEED - ND criteria. 

In addition to the topics mentioned above, the update included:
  • Better defined regulatory standards, more definitions, detailed purpose statements, refined procedures for boards and commissions, and the zoning tools necessary to enhance the efficacy of the code;
  • Changes to the zoning along important corridors to better reflect the desired land uses;
  • Updated parking, sidewalk, landscaping, and signage requirements;
  • Land uses to better accommodate the changing population, including such things as aging populations, student housing, etc;
  • Green infrastructure techniques in regards to parking requirements, site plan review procedures, and solar energy;
  • City-wide design standards and guidelines to help ensure development is consistent with urban design principles and neighborhood character; and
  • Requirements to encourage pedestrian and bicycle friendly practices, Complete Streets, and the protection of critical environmental areas, waters, and environmental natural resources.
