Rochester Neighborhood Planning
Ingalls Planning & Design (IPD) has been actively involved with urban neighborhood planning for nearly a decade. Working with the City of Rochester's Department of Neighborhood and Business Development, which includes housing, economic development, zoning, and planning, IPD has prepared neighborhood plans using a planning process developed in collaboration with the City for the development of revitalization strategies in neighborhood commercial areas. The simple yet comprehensive community planning approach includes the development of a vision, an economic analysis/overview, a community design plan, and an action/implementation plan. The process is flexible, community-based, and action oriented. It includes extensive citizen participation using tools such as design workshops, open houses, image preference surveys, SWOT analysis, etc. The goal of the process is to actively engage residents, property owners, and business owners in developing a community vision based on the strengths of the neighborhood. The vision is supported with realistic expectations and a detailed action plan that includes the organizational framework for neighborhood-based implementation. The community design plan often includes streetscape and infrastructure improvements, potential mixed-use redevelopment opportunities, housing, the identification of gateways, and illustrations for design character.
