Rochester Local Waterfront Revitalization (LWRP)
The City of Rochester possesses outstanding water resources, which include the Erie Canal, Lake Ontario, and the Genesee River.

Over the course of the last 15 years Ingalls Planning & Design has been involved in several updates to Rochester’s Local Waterfront Revitalization Program (LWRP).  A full LWRP update was drafted in the early 2000s but was never finalized due to the uncertainly with the management of the Port of Rochester along with the development of a ferry linking Rochester to Toronto.  The program was amended in the late 2000s as a result of plans to build a new marina and then a full update was finalized and approved by the New York State Department of State a few years later. A Waterfront Advisory Committee worked with the City and the planning team to establish direction for the program updates. Goals for the program include:
  • protecting the environmental quality of the waterways;
  • developing a land use framework to accommodate residents and visitors;
  • providing high quality visitor services;
  • enhancing entertainment, recreational and cultural destinations; and
  • creating physical, thematic, visual and psychological connections.
